Benjamin Franklin holds a document during discussions with a colonial official. They are seated at a table. There is a blue tri-corner hat behind them on a ledge, a red cape to the right on the table, and a portrait of George III on the wall beside them. The floor is made of wooden plank boards, and the window behind them affords a view of a domed (church ?) steeple possibly suggesting a meeting in Quebec City, now thought to be an erroneous assumption. The painting is mounted in a wood frame measuring 50.0 x 57.5 x 3.8 cm, with an inner linen matte with inner wood edge; the front of the frame is painted gold.
