This sub-sub-series concerns the actions and positions of the Liberal Party of Canada in the series of constitutional debates initiated by Brian Mulroney. The files concern the Continuing Committee on the Constitution, the Multilateral Meeting on the Constitution and the First Ministers' Meeting on Constitution, and they offer a unique insight into the consensus-building efforts of the federal government. Under the authority of the Right Honourable Joe Clark, then Minister responsible for Constitutional Affairs, these committees worked to develop a new constitutional agreement.

The sub-sub-series contains files on the Charlottetown Accord, which Jean Chrétien supported. His participation in the referendum and on the Yes Committee is also documented.

The sub-sub-series consists mainly of correspondence, memos, news releases, speeches, briefing books, articles, press clippings and reference materials.

The files of this sub-sub-series are classified by subject. It begins with files on the Continuing Committee on the Constitution (1646, 26 to 1649, 24), followed by those on the Multilateral Meeting on the Constitution (1650, 1 to 17). The next file concerns the First Ministers' Meeting on the Constitution (1650, 18). This is followed by, in succession, files on the Beaudoin-Dobbie Report (1650, 19 to 1651, 6), the Bélanger-Campeau Commission (1651, 7 to 1652, 5), the Meech Lake Accord (1652, 6 to 9), and the Charlottetown Accord and ensuing referendum (1652, 10 to 1653, 9). Lastly, a substantial documentary record on the Constitution and related debates was compiled, which consists of information gathered between 1990 and 1992 (1653, 10 to 1655, 10).
