The records of this sub-series document the activities of Edward S. [Eddie] Goldenberg, Assistant to the Minister of Justice. In addition to being Assistant to the Minister, Goldenberg was also his Senior Policy Advisor on constitutional matters. The sub-series thus contains ministerial records, and documents regarding the constitutional debates of the early 1980s and the 1980 Quebec referendum. These contain a great deal of information, especially on federal government strategy and communication during this period.

The sub-series contains correspondence, memos, speeches, briefing books, articles, press clippings and reference materials. It also contains, among other things, various reports and the findings of investigations and surveys used to predict voting results, develop arguments and establish various scenarios. The sparse correspondence exchanges also provide a written record of the positions, grievances and strategies of the major political players in these debates.

Arrangement note:

The archivist classified the files of this sub-series by subject. The first files (1656, 1-14) consist of correspondence addressed to the Department of Justice, to Minister Chrétien or to Eddie Goldenberg. We should note that three files (1657, 1-3) contain correspondence addressed to the Minister of State for Economic Development, since Jean Chrétien assumed this title in addition to that of Minister of Justice and Attorney General of Canada. These are followed by files on the 1980 Quebec referendum (1657, 4-16, 1658 and 1659, 1-4), and on the constitutional debates (1659, 5-16, 1660 and 1661).
