The sub-series consists of a huge number of records migrated from antecedent systems to this subsequently revised and modernized recordkeeping system created after 2003. The series incorporates a substantial portion of the archival selection of the whole Official Languages program at Treasury Board Secretariat as Office of Primary interest, from the late 1980s to 1998 and some important evidence of activity from the mid-1980s back into the formative decade of the 1970s.
The activity and program lines documented include: policy development in relation to all aspects of the program, bilingual districts, applying official languages policy to electronic data processing, non-Federal Government language programs and policies, roles and responsibilities, policy interpretation, Federal-Provincial/territorial agreements, court decisions, enquiries related to official languages and employment equity, bilingual bonus, equitable participation, language of work, language requirements of positions, language training, language testing, language training exemptions, service to the public, Commissioner of Official Languages, obligations of Crown Corporations, cost estimates, education allowances for children of Federal Public Servants, evaluation, Increased Ministerial Authority and Accountability, Official Languages minority groups, transfer of responsibilities in the context of privatization, privatization of airports, translation services, revisions and evolution of the Official Languages Act, revisions and evolution of the Official Languages regulations - in relation to language of work and service to the public - Information programs related to Official Languages, audit activity related to Official Languages, Language Preference Study, Anglophones and Francophones in the Scientific and Professional Category, the Official Languages Information System (OLIS), the Selected Statistical Book and related quantitative analysis, and senior committees in which the Official Languages Branch and its successor organizational units have played a role as Office of Primary Interest for the Official Languages Program of TBS - the Official Languages Coordination Committee (OLCC), TBS Executive Committee (EXCO), TBS Senior Management Committee (SMC), the Departmental Advisory Committee on Official Languages, the Deputy Ministers Committee on Official Languages and TBS activity in relation to the Standing Joint Committee on Official Languages.
Though in the period after 2009, TBS was beginning to approach classification independent of organizational unit, most of the topics above are coded in the file title field by the organizational unit considered the internal OPI for the sub-activity. The coding that appears in the title portion of the file list is as follows: OLG - Official Languages General (not an organizational unit), PML - Performance Measurement and Liaison; POL - Research, Strategic Planning and Policy Development; MPC - Marketing Promotions and Champions; EXS - Executive Secretariat; LPD - Legislation, Policies Directives and Strategic Planning; CCMC - Committees, Consultations and Minorities. This arrangement reflects at a high level how the senior managers of Official Language Branch and its successors thought about and arranged their program.
