The Deputy Minister of National Health and Welfare sub-series consists of credentials, Johnson's appointment, working papers, reports, memos and photographs including portraits. Under Minister Marc Lalonde, Johnson was involved in discussions with Quebec concerning social security, allowances and the writing of the orange book, Social Policy in Canada. Marc Lalonde was P. E. Trudeau's personal secretary before becoming the Minister of National Health and Welfare and Trudeau's chief advisor on the situation in Quebec, the energy crisis and constitutional questions. Johnson also took part in these discussions by becoming Lalonde's advisor. The sub-series contains files related to these activities.
