The Government Operations Sector came into existence in the mid-1990's and alongside the Expenditure Management, Economic, and Social and Cultural Sectors, it supports the Treasury Board in its role as a management board by providing analysis and advice to departments and agencies of government. The sectors work together making recommendations to the Treasury Board on allocating financial resources; developing and maintaining accountability frameworks; preparing estimates and Appropriation Bills; monitoring the implementation of approved policies and programs; advising Treasury Board on success in achieving intended results; advising the Treasury Board President on the resource implications of new government policy and project initiatives; providing analysis and recommendations to the Treasury Board on departmental Business Plans and Crown corporation plans and budgets; promoting regulatory reform across the government; and supporting the Treasury Board President in coordinating the strategic planning and management of the government's realty property portfolio.
The current role of the Government Operations Sector remains similar to earlier frameworks and is described as providing advice on the effective use of resources; program design, viability and responsiveness; funding pressures and mitigation strategies; and broad government operational issues and management strategies. The divisions included are Foreign and Defence, Government Operations and Immigration, Justice and Solicitor General, Public Works Canada and Government Services Canada, Governance and Alternative Service Delivery.
