On January 18, 1971, the Board of Directors of the Association of Universities and Colleges of Canada, approved the establishment of a commission to examine certain aspects of university research in Canada and to propose means for the rationalization of university research efforts. Commission's terms of reference were to study, report, and make recommendations on the mechanisms, structures and processes required to ensure that research undertakings in the universities of Canada can be planned to serve, without undue duplication, both the advancement of knowledge, and provincial, regional, and national development.

Commissioners who undertook this study were Dr. J. Alexander Corry, former principal, Queen's University and Dr. Louis-Philippe Bonneau, vice-rector, Laval University. The result of the Commission was the 1972-1973 report entitled, "Quest for the optimum : research policy in the universities of Canada : the report of a Commission to Study the Rationalisation of University Research".

Series contains submissions to the Commission, in the form of briefs, correspondence and documentation, from Canadian universities and their affiliated colleges, federal agencies, federal and provincial government departments, and professional organizations. There are also drafts of the final report.
