The series consists of records created out of the human resources management function arranged in operational subject files. The records document policy development, compliance, program development, policy directives, reports, committee proceedings, memoranda, presentations. The topics covered include personnel security, decentralization and relocation, employee performance appraisals, the Public Service 2000 initiative (circa 1991), the Public Service Reform Act (circa 1991), classification, the Task Force on Classification (circa 1992-93), numerous related Task Forces on various aspects of Human Resources Management arising from the Public Service 2000 initiative, senior Treasury Board coordinating committees for managing Human Resource policy across government, public sector compensation restraint, management accountability, employment and staffing (including administration of oaths, political activities of public servants, personnel management information systems, Personnel Management Manual, new policy framework circa 1997, regulations re isolated posts, consultations with the International Labour Office, training policy, education leave, day care, conditions and benefits of work (including flexible working arrangements, leave with income averaging, part time employment, overtime, leave without pay, educational leave, vacation, severance pay), discussions of issues with unions through the National Joint Council, deployment, Human Rights, alternative service delivery (employee takeovers, privatization), diversity, designate groups (aboriginals, women, visible minorities, disabled persons) and employment equity.

This series is comprised of a direct transfer made up entirely of operational registry files of the antecedent Human Resources Management Branch that were transferred in 2003 to the jurisdiction of the new Canada Public Service Agency (CPSA) under the initiative of the Public Service Modernization Act. This particular series reflects most of the activities previously performed by Treasury Board that were transferred to that new and distinct secretariat, the Canada Public Service Agency (initially known as PSHRMAC, or the Public Service Human Resources Management Agency of Canada). In 2009, the CPSA was merged back into the Treasury Board Secretariat and the program functions associated with human resources management were consolidated under the rubric of the Chief Human Resources Officer. Just prior to the announced merger, the CPSA arranged for this transfer of undisturbed dormant records.

All of the records reflect activity from before 2001. The records amount to undisturbed dormant records of the antecedent entity as a branch of Treasury Board Secretariat (pre-2003). This entry is linked to the Human Resources Management Branch registry series as a separate sub-series to indicate its distinct provenance and custodial history of related accessions, though essentially the records reflect almost the same arrangement as series the main Human Resources Management Branch sub-series, apart from a few different prefixes. Records actually created by CPSA or more fully integrated into its classification systems will be arranged separately in a sous-fonds to recognize the distinct and autonomous status of the CPSA, 2003-2009 but it would be misleading to place this series of records as representative of CPSA activity.
