This sub-series consists of files dealing with issues germane to Whelan's riding. The files consist of correspondence, memos, reports, news clippings and print and near-print material. The correspondents often are Windsor-area notable and prominent government officials in Ottawa; Whelan plays the role of the intervenor on behalf of the locals. There is an interesting aspect to this correspondence, which reflects the triad of heavy hitters from southwestern Ontario - Whelan, Mark MacGuigan and Herb Gray - supporting each other in their efforts to win development for their ridings.
As expected, the files deal with improvements and amelioration of all sorts of services which Whelan strove to obtain for his riding, especially development of all sorts. Prominent here are files on Windsor Airport expansion, and development of harbour and marinas.
The materials reflect how a politician of note worked to "improve" the lives of his constituents, and make clear the nexus between government and politics.
