The records in this accession were created by the Management, Command and Control Re-engineering Team. These records are comprised of the Classified and Sensitive Documents which form part of the Historical Report and supporting documentation but which were considered too sensitive for inclusion in the public documents. These documents deal with: Summary of Internal Reports relating to Command and Control; Officer to NCM Ratio; Command and Control Structures; Interviews (ADM Pol & Comm, Mat, Per, CDS, MARCOM, LFC etc); Reduction of Civilian Employees; Distribution of Flag Officers; VCDS Comments; DND Senior Level Positions; Senior Officer Reductions; DMC Notes for DM, CDS, and VCDS; Personnel Reductions. Although the final report, of which these documents are part, was issued in 1997, these constituent parts were drafted between 1994 and 1997.

The MCCRT was established in December 1994 with a mandate to re-engineer the DND/CF command, control and resource management structure, with emphasis on NDHQ, command and operational headquarters restructuring and downsizing. The guidance for MCCRT was found in the 1994 Defence White Paper and the 1995 Budget, with a broad mandate to reduce the resources devoted to headquarters functions, the creation of chiefs of environmental staffs and the continuance of NDHQ as a civilian/military headquarters.
