This is a film about the practical and moral problems faced by the military government of the British-occupied zone of Berlin, Germany and efforts to rebuild Germany. The commentary describes the defeat of Germany and the need for the allied military government to stay until the German people have "their house in order". Footage shows: the damage inflicted upon Berlin; refugees; reconstruction of railways and other infracture; homelessness; bombed streets; the Krupp mansion,Villa Hügel, in Essen, taken over by the British; coal distribution on the Ruhr and "Operation Coal Scuttle"; forestry; the Hamburg Central Postal Enquiry Service registering missing persons; movement and processing of refugees; means of establishing law and order; military government courts; the new German police force; health; the RAMC and the Red Cross; education and the need to tell the children "that there are other things in life than Nazism and war"; ruins; school; Reichstag and the comment that "Berlin still has the aspect of a battlefield"; criticism of the Krupp family; demobilisation of the Wehrmacht; interviewing soldiers, inspecting for S.S. tattoos and searching for Nazis; night-time curfew; people in air-raid shelters; new judges seen being sworn in; and closing shot of a German taking oath from a British officer.
