This sub-sub-series contains Chief of Staff Jean Pelletier's reference documents on the Canadian constitutional issue (consisting mainly of reports, written submissions, and research and survey findings). It also contains his working papers, along with those of Senior Policy Advisor Edward S. [Eddie] Goldenberg (in the form of handwritten notes, etc.).

These documents outline the position of the Liberal Party of Canada and the Office of Prime Minister Jean Chrétien on constitutional matters, as well as various possible options in this regard. Among other things, they include the Quebec distinct society clause in the Consensus Report on the Constitution (better known as the Charlottetown Accord).
