This sub-sub-series contains official correspondence (copies) sent by Prime Minister Jean Chrétien's first two chiefs of staff, Jean Pelletier (1993-2001) and Percy Downe (2001-2003). To a lesser degree, it also contains items of incoming (and especially outgoing) correspondence by Jean Chrétien (copies) dating from his time as Opposition Leader and as Prime Minister. In the majority of cases, it consists of correspondence sent to federal ministers and senior officials, provincial ministers and foreign heads of state.

A significant portion of this correspondence concerns the state of Canada's economy, federal and provincial politics, the activities of Prime Minister Jean Chrétien and the Liberal Party of Canada. Several items of correspondence concern the Chief of Staff's specific powers, with topics such as the organization, management and composition of Prime Minister Chrétien's Cabinet, political appointments and those of exempt political staff, departmental budgets, etc.

This outgoing correspondence, systematically classified in chronological order, thus provides a quick overview of the range of delegated tasks and the relationships maintained by the Prime Minister's Chief of Staff, a position created in 1987. The same applies to files containing Prime Minister Chrétien's outgoing correspondence (copies). A number of these items are letters addressed to foreign heads of state or VIPs, often on fairly sensitive matters requiring the approval of the Chief of Staff or, on occasion, of the Prime Minister himself.
