Canada. Ship-Source Oil Pollution Fund : In the 1970s, the public concern about marine pollution grew rapidly, fueled by many oil spills. In 1973, following a modification made to the Canadian Shipping Act in 1971, the Government of Canada create the Maritime Pollution Claims Fund (MPC Fund), who was available for claims in excess of the shipowner's limit of liability. In 1989 Canada decided to increase its oil tanker spill cover by becoming a Contracting State in the international regime, while modifying and continuing its domestic regime. In 1989, when new amendments to Canadian Shipping Act voted in 1987 were proclaimed, the Ship-Source Oil Pollution Fund (SOPF) came into force as successor of the MPC Fund. SOPF is intended to pay claims regarding oil spills from all classes of ships at any place in Canada, or in Canadian waters including the exclusive economic zone. The current statutory claims regime is found in the Marine Liability Act (MLA) S.C. 2001, c.6.
