This series originates with a direct transfer of legacy records originating from the period 1966 to 2001, mostly from 1990 to 2001. The sub-series arrangement reflects a new consolidated and integrated headquarters records classification system for the Public Service Commission in the wake of major legislative revisions to the scope and mandate of the Commission effected by the Public Service Modernization Act of 2003. The major aspect of the changes from a recordkeeping perspective involved the consolidation and integration of the a hitherto separate and distinct Executive Records sub-series (Mikan 134425), maintained primarily for the convenience of the Commissioners in the capacity of the Commission as an independent agent of Parliament, and with the main headquarters classification that was applied to all other operational and administrative records (arranged principally among Mikan records 134428, 134432, 139951, 139957, 139961, 139963), that related to the activity associated with a line department of government in support of the Commission mandate. It is virtually impossible to identify the sub-series level connections between the (file level) records in this new consolidated recordkeeping system and the existing set of sub-series and sub-sub-series into which the Post-1967 Commission records has been organized for almost half a century. The essential changes in actual activity of the Commission under the 2003 legisation may be summarized as a shift in emphasis from hands on administration of a relatively centralized staffing function under Commission auspices to a monitoring and accountability function in a regime of substantially increased scope for delegated authority to deputy heads for staffing and other key aspects of the human resources management function. The new series does not attempt to break out the greatly reduced scope of Public Service Commission activity along functional lines but relies instead on the classification system to provide file level keyword access to specific sub-functions and activities within the full scope of the PSC mandate.
