This series consists mostly of records created and/or maintained by Public Works Canada during the period when Roméo LeBlanc was the 40th Minister of Public Works, from September 30, 1982 to June 29, 1984. A few records date prior to his time in office. Most of the records pertain to the design, construction, improvement, repair, maintenance and demolition of buildings and facilities of the Government of Canada including special purpose accommodations, such as laboratories and research centres. Others pertain to marine works, specifically to aspects of harbour development and improvements, such as dredging and excavation as well as to the construction, repair and improvement of wharves and the installation and maintenance of dockside facilities. A large number of projects involved the expropriation, transfer, exchange and purchase of lands and the lease and sale of property. Public Works projects, which were undertaken throughout Canada, included construction and renovations on Indian Reserves. Numerous projects fell under the Special Recovery Capital Projects Program (SRCPP) intended to create jobs and facilitate economic recovery in specific locations. Several files cover the department participation in official openings of government buildings and facilities.

Textual records in the series consist largely of ministerial, departmental and external correspondence, memoranda, telex communications and documentation of the tendering process and the selection of consultants. There are also numerous orders-in-council, Submissions to Cabinet and Treasury Board authorities to enter into leases, agreements, exceed cost guidelines and carry out other actions. Files include project feasibility reports, development studies, consultants' evaluation reports and appraisals, proposals, work orders, job descriptions, invoices and inspection reports. Other materials include photographs, brochures, invitations, architectural drawings, maps, plans, sketches, news releases and press clippings.
