Departmental Commission on Official Statistics of Canada : The Departmental Commission on Official Statistics of Canada was created at the request of the Minister of Trade and Commerce, George Eulas Foster on May 30, 1912 ( P.C. 1485). The Census and Statistics Office had been transferred from the control of the Department of Agriculture to the Department of Trade and Commerce on April 1st, 1912. The Departmental Commission was created to investigate statistical practices within the federal government departments and within the provinces as a mean of determining a more efficient system of statistics to be used by the state. The Minister was specifically interested in researching the potential of a centralized comprehensive system for the collection and publication of the statistics of production and distribution of Canadian commodities within Canada.

Richard Grigg, Commissioner of Commerce, was appointed as the Chairman of the Departmental Commission. The other appointed members of the Commission were: Prof. Adam Shortt, Civil Service Commissioner; Ernest Henry Godfrey, Census and Statistics Branch; W.A. Warne, Statistical Branch, Trade and Commerce; Robert Hamilton Coats, Department of Labour; and John R.K. Bristol, Department of Customs.

The outcome of the Departmental Commission was a report that recommended the creation of a Central Statistical Office, partnered with a Dominion Inter-Departmental Statistical Committee, and an Inter-Provincial Conference on Statistics. In 1918, the recommendations of the Departmental Commission on Official Statistics were incorporated into new statistics legislation and the creation of a centralized Dominion Bureau of Statistics. R.H. Coates was appointed the first Dominion Statistician.
