The fonds consists of records of the public campaign of genealogists to persuade Statistics Canada to release the post-1901 census to Library and Archives Canada for consultation by researchers. It documents Lyndall Winters' role initiating the campaign in 1998; his efforts to secure the release of the census through Access to Information requests; participation in the Roundtable discussion hosted by the Access to Information Review Task Force in March 2001; his presentation to the Town Hall Meeting on Post-1901 Census Records in December 2001; drafts of talks given to genealogical societies on the issue; correspondence with other leaders in the campaign like Senator Lorna Milne and Gordon Watts; efforts to generate public support for the campaign and petition Parliament for legislative change; legal interpretations; and media coverage of the campaign. Winters' electronic versions of some of these textual documents can be found in volume 3.

The appendices, originally on CD-ROM, to Gordon Watts' submission to the Expert Panel on Release of Historic Census Records are held in electronic form in volume 2.

Winters, Lyndall, 1928- : Lyndall Winters was born in 1928 and served as an RCMP officer for over 35 years. After his retirement from the force, he worked for the Office of the Information Commissioner investigating complaints by citizens regarding the Access to Information and Privacy Act. He retired from this work in 1994. While pursuing family history research, he had discovered that Statistics Canada did not intend to release the post-1901 census records to the National Archives of Canada for public research, as it had done with previous censuses. Winters decided to use his knowledge and experience in the field of access to information to bring about a change in this policy.

In the course of formally requesting the release of the census by Statistics Canada in 1998 and his efforts to raise awareness of the issue in the genealogical community, Winters initiated a grassroots campaign to persuade the Government of Canada to reverse its decision and open the post-1901 censuses for public research. The issue quickly galvanized support in the genealogical community which made novel use of the Internet to organize nation-wide to lobby and petition the government for legislation to ensure release of post-1901 censuses. The passage of a private members' bill in Parliament ultimately crowned the campaign with success.
