Canada. Preparatory Committee on Collective Bargaining in the Public Service : The Preparatory Committee on Collective Bargaining in the Public Service was established by order-in-council in 1963 (PC 1963-3/1329, 12 September 1963) at the initiative of Treasury Board Recommendation (TB decision 615057, 4 September 1963). A. D. P. Heeney, who had previously served as a senior diplomat at the Department of External Affairs, Chairman of the Public Service Commission and Chairman of a Royal Commission on the Civil Service, was the Chairman of the Preparatory Committee. Mr. Heeney headed a broadly based working group of senior civil service managers from various agencies and departments which was formally responsible to a committee of Ministers. Membership included the Chairperson of the Public Service Commission and the Secretary of the Treasury Board. The Committee had a broad mandate "to make preparations for the introduction into the Public Service of an appropriate form of collective bargaining and arbitration and to examine the need for reforms in the system of classification and pay applying to civil servants and prevailing rate employees." The committee virtually drafted the implementation policy regarding collective bargaining in the Public Service and it coordinated the passage of the required legislation through Parliament. Just as important, the Committee had to foster consensus and reconcile opposing views in relation to a profound philosophical departure in the management of staff relations in the federal Public Service. With the legislation creating the new framework for collective bargaining in place, the Committee disbanded in 1967.
