Un film documentaire qui porte sur les luttes des juifs russes qui veulent émigre de l'union soviétique en Israël ou "Refusnik". A travers l'utilisation de segment de film provenant des archives, des effets de dramatisation et des entrevues, le film nous informe sur la relation historique entre le gouvernement communiste et ses citoyens juifs à partir de début du 20ième siècle tout juste avant la révolution bolchevique. Le film comprend plusiers entrevues avec des personnes qui ont demandé un permis pour émigrer de l'union soviétique et qui ont été refusées. Ces individus nous parlent de la façon dont ils ont été harcelés par la police et le gouvernement après leur demande initiale d'un permis d'émigration et la façon donts ils furent emprissonés avant qu'ils n'obtiennent la permission de quitter la Russie. Le film nous relate également la relation tant soi peu harmonieuse entre l'état et le juifs russes après la révolution et nous démontre comment les choses changèrent très rapidement sous l'emprise de Joseph Staline. Les interviewés sont: Eugeni Lein, David and Esther Markish, Martin Gilbert, Boris Klotz, Elena Dubianskaia, Lev Roitland, Ruth Alexandrovich, Leonid Kelbert, [Yuri Kolka], Alec Zelichenok and Inna Elbert. <47mn 9s>
