"Le messager envoyé est un honnête homme auquel on peut se fier. Les efforts pour prendre poste à Oswego frustré par l'expédition d'Hamilton à Vincennes, et l'immense consommation de provisions par les Sauvages; espère établir un poste à Oswego dans le cours de l'été, comme étant le moyen le plus efficace de s'assurer de la fidélité des Sauvages; envoie les proclamations répandues parmi eux par Lafayette et D'Estang; le mauvais effet qu'elles ont eues sur les chefs.
Brehm rapporte qu'Hamilton a fait de telles promesses aux Sauvages que leurs familles ont déserté leurs habitations et que la culture est négligée, de sorte qu'ils mourront de faim si on ne leur fournit pas deux fois la quantité de provisions qu'on leur a donné l'an dernier. La farine anglaise n'est pas arrivée et la farine canadienne ne se conservera pas durant le transport jusqu'à ces postes éloignés (Niagara, etc).
Les rebelles construisant des bateaux à Stillwater, la force navale sur le lac Champlain, et les postes supérieurs à toutes troupes qu'ils pourront amener, mais ils pourront pénétrer par petits détachements jusqu'au coeur du pays où il y a un changement visible depuis le commencement des hostilités avec la France, et un groupe d'hommes sont en correspondance avec les rebelles recevant les proclamations de D'Estaing et autres papiers; il n'a pu encore retracer la correspondance ou obtenir de preuves contre les personnes suspectes. La seule sécurité est d'établir des camps pour défendre les passes conduisant dans le pays, et d'empêcher l'ennemi d'obtenir des provisions.
Le manque de troupes; il n'y a que 1,600 réguliers depuis le lac Ontario jusqu'en bas, et ils sont si divisés qu'on ne pourrait réunir plus de 1,000 hommes effectifs. Caractère des émigrants, corps de sir John Johnson, etc. N'a pas de nouvelles récentes d'Europe; s'efforcera de former un bataillon on deux de milice canadienne, et de désarmer les paroisses mal disposées. Regrette qu'on ne l'ait pas fait en 1776, parce que cela eût été facile; ce sera difficile maintenant, et on ne pourra le faire qu'avec la plus grande précaution. Les Tuscaroras et les Onéidas sont dernièrement allés à Oswegatchie, ont tué deux soldats de la garnison et fait quatre prisonniers.
Craint que le vaisseau par lequel il a envoyé les dernières dépêches ait été pris et Gordon tué. Les avis de la Mohawk, etc., admettent qu'il reconstruit des bateaux, et que des troupes sont assemblées, dont une partie se compose de Français. Ne croit pas cette dernière nouvelle, mais il prendra toutes précautions. Pas de nouvelles de Niagara ou de Détroit; croit qu'ils sont en sûreté, mais doute de celle de Michillimakinac. DePeyster est un bon soldat, et fera tout en son pouvoir pour défendre le poste. La plupart des Sauvages qui ont reçu des provisions sont à Niagara. Tous les villages Mohawk et Ochquaga ont été brûlés."
