The writer recalls his letter to the addressee of 6 May [1828; see SOCG 530] informing of the departure from [Prince Edward] Island, via Newfoundland, bound for Rome, of students Eugene MacEachern (born [Prince Edward] Island) and Norbert MacEachern (born Cape Breton Island). He describes his summer visitation to New Brunswick (1,200 confirmations), Baie des Chaleurs (1,515 French Acadian families, 3,000 natives, mostly breeders and fishermen, Cap Torment mentioned), Saint John, from which he returned on 18 September [1828]. There are in [Prince Edward] Island two Scottish [FitzGerald, B.D. Macdonald] and one French priest [Poirier], the latter ordained on [28] June [1828].

The abp. of Québec [Panet], in a letter [of 29 May 1828?] the writer received after his return and that he cites at length, clearly stated that he would not send missionaries because there are none in the colleges who could speak Scottish [i.e., Gaelic]. The writer takes this as evidence that the abp. has no intention of receiving Scottish students in his colleges, and therefore asks the addressee to rescind Québec's jurisdiction over his province and send a coadjutor who could live either in [Prince Edward] Island or in New Brunswick. In his letter, A.B. MacEachern mentions the two students (E. and N. MacEachern), that he sent to Rome. The PF notes appended to this document, however, make reference to Castracane's letter, in which the arrival of two different students, those sent by W. Fraser (N. MacLeod and MacKinnon) is acknowledged, thus engendering some confusion in the reader. The fact is, that E. MacEachern, N. MacEachern, N. MacLeod, and MacKinnon all signed in at Collegio Urbano on the same day, 22 January 1829.
