Translation into Italian. The writer is not opposed to the addressee's and Lartigue's appointment as full bp.s in their districts [Upper Canada, Montréal], yet this runs counter Rome's precedents, that is, to make bishoprics [in one country] under the jurisdiction of an archbishopric. He has written to Poynter [on 29 August 1824; see in SOCG 284], who is more current in English political affairs, to act on his behalf with Rome, "without whose knowledge and approval no change of whatsoever nature can be adopted in the establishment of Catholic bishoprics." The writer has always been a strong supporter of the English government, as shown by his attitude in the American War [of 1812] and by his two petitions against the union of the provinces [yyUnion Billxx, 1822], one signed with the citizens [of Lower Canada], the other with the Legislative Council [of Lower Canada].

The real danger is to show an excess of power and influence on the part of the clergy, as shown in the letter of an alleged member of Parliament to the Earl of Liverpool [Jenkinson] (a C of this is in Poynter's hands).
