C. The writer acknowledges PF [i.e., Consalvi's] letter of [22] June [see Lettere 136] and the addressee's letter of 25 July [1822], forwarded by the abp. of Baltimore [Maréchal], upon his arrival in New York on 22 November [1822]. The opposition of the Sulpicians of Montréal to the bp. of Telmissus, Lartigue, is caused by the primacy their superior [currently Roux] has traditionally enjoyed in the district as vicar general of the bp. of Québec, a rank Lartigue's new appointment is challenging. Similarly, in 1807 the Sulpicians successfully challenged the bp. of Saldes [Panet] when he decided to reside in Montréal. This is why they try to convince Lartigue to select a residence out of Montréal, although a petition signed by 1,171 citizens [of 22 November 1822] proves that the people are in favour of the new bp..

The pretensions of the British government over the goods of the Seminary have nothing to do with the opposition to Lartigue. In fact, the Seminary sent Lartigue to London in 1819 to plead their case, but he was not received by the Court, and only the writer's M to Bathurst [of 20 August 1819; see SOCG 399 551, Varia 361] (that Desjardins forwarded to Fontana) stopped the government's attempt. The addressee is asked to prepare a M on the matter for Consalvi, to whom this letter can be shown. The Pope [Pius VII] should issue a brief approving the writer's mandement of 20 February 1821 [see SOCG 318].

The mandement of 5 [recte 6] October 1818 [see SOCG 368], enclosed with his letter to Fontana of 25 June 1821, should also be approved, and a decision made on the matter of clandestine marriages. "Je m'appercois que l'esprit de démocratie et d'indipendence que domine dans ce siècle, gagne le Clergé comme le peuple et que les evêques serviront bientôt au dessous des prêtres".
