ALS. The writer, who arrived in Cork on 29 August [1815], makes reference to the difficult state of religion in Ireland and describes at length his own experience in western Canada (his 1790 petition for a mission to be established from Lake Ontario to the Pacific Ocean was rejected by Antonelli [see Calendar 1622-1799, V 400]). The area, formerly under the jurisdiction of the bishopric of Baltimore and currently within Upper Canada, is poorly inhabited by peoples of very low moral standard, but is soon to be inundated by European immigrants. Suggestions re Indian missions, Scottish and Irish colonies, problems of language. The bp. of Québec [Plessis] is depicted as old, weakly, unable to act independently from the English government, assisted by a very old coadjutor [Panet].

Canada is described in detail, and a subdivision of Lower Canada is suggested, in two or three bishoprics: either [1] from the river [St. Lawrence]'s mouth to Trois-Rivières, and [2] from there to Montréal; or [1] from the sea to Jacques-Cartier River, [2] from there to Trois-Rivières, the Sorel River and Berthier, and [3] from there to Montréal and Upper Canada. As for Upper Canada, the writer suggests that it be subdivided into two prefectures apostolic: [1] from Lower Canada to Kingston, [2] from there to Lake Erie, including York and Niagara]. PF notes.
