C. With reference to the troubles that followed the addressee's consecration [on 21 January 1821] as bp. of Telmissus and vicar general, suffragan and auxiliary bp. to the abp. of Québec [Panet] for the district of Montréal, and to Pius VII's apostolic letters of 1 February 1820 [see SOCG 416], the addressee is requested to remain in the residence chosen by the Holy See, and to co-operate with the Sulpicians.
