C. The writer makes reference to his previous letter to the addressee of 21 July [1821; see Lettere 120], and explains why the Holy See cannot grant faculties directly to the four vicars general [Lartigue, A. McDonell, A.B. MacEachern, Provencher] of the abp. of Québec [Plessis], as if they were vicars apostolic. These faculties, however, would be valid even after the abp.'s death. Furthermore, in his mandement of 20 February [1821; see SOCG 318] the abp.'s publicly communicated the addressee all of his own faculties.
