C. The writer acknowledges the addressee's letter [of 20 February 1821; see SOCG 411], showing the reasons why he refused to accept the appointment [of 1 February 1820, as bp. of Telmissus and vicar general, suffragan and auxiliary bp. to the abp. of Québec; see Varia 324-325]. While the addressee is commended for having conformed to the Pope [Pius VII]'s orders [contained in Fontana's letter to Lartigue of 20 May 1821; see Lettere 107], the [Montréal] people's wish that their town, for the vastness of its territory and the number of its Catholics, be made into a full bishopric as opposed to a vicariate [general], is also well understood. On this matter, the attitude of the abp. of Québec [Plessis] and of the civil government is being explored. For the time being, the addressee is to perform his duty as vicar [general] with faculties granted by the abp..

Meanwhile, he is empowered to collect one third of the revenues of one parish church. The addressee is also asked to write a report on his vicariate, as to its problems and the number of clergy, Catholics, and churches.
