M. [In his letter to Cappellari undated, but November 1828; see C 337], Rosati, bp. of St. Louis in the state of Missouri, and apostolic administrator of New Orleans, explains that, due to distance, he cannot offer his spiritual assistance to the many Catholics who live close to the borders of British America [i.e., Canada] in the northern end of his district. They are, in fact, much closer to the jurisdiction of Provencher, bp. of Juliopolis, who is there as vicar general, suffragan and auxiliary bp. to the abp. of Québec [Panet]. As Rosati does not want to communicate his extraordinary faculties to Provencher, because their number is limited, and cannot simply appoint the latter vicar general, the addressee is asked to grant Provencher extraordinary faculties usually granted to American bp.s.

The writer suggests that they be granted to Provencher as vicar general of the bp. of St. Louis. PF notes (additional item to [the audience] no. 39). B: fol. 1108r.
