Scallan, vicar apostolic in St. John's, in the island of Newfoundland [recte Lambert's coadjutor], asks [1] for ordinary and extraordinary faculties usually granted to vicars apostolic [in Newfoundland]; [2] for the faculty to consecrate deacons with the assistance of only one priest, because it often happens that priests cannot attend the ceremony due to cold wheather; [3] to be allowed to perform certain religious ceremonies two hours past the customary time, as granted to missionaries in Ireland.
