ALS. On the matter of marriage dispensations granted by an unnamed vicar general [Roux] of the abp. of Québec, but not approved by the abp. of Québec [Plessis], no decision can be made unless faculties communicated by the latter are precisely known. If the said vicar general is in Québec, dispensations granted are are null and void; if he is also one of the suffragan and auxiliary bp.s [A. McDonell, A.B. MacEachern, Lartigue, Provencher], their faculties derive from the abp., not from the Holy See, and they become apostolic delegates only at the abp.'s death. PF notes (Sommario no. 3).
