LS. With reference to the planned subdivision of the archdiocese of Québec, hinted to by Mgr [the abp.] of Québec [Plessis], the writer recalls the conversation he had with the latter. In view of the British government's opposition to four full bishoprics and of the independence [from Québec] of vicars apostolic (the experience of Halifax in Nova Scotia proves that that solution is not appropriate), the writer suggested that the solution adopted in Vilnius, [Ostia and] Velletri, and Sabina could be copied, where three or four bp.s are appointed vicars general and suffragan bp.s and made responsible for their territory. In this way, they will not be independent from and will continue to be assisted by Québec. PF notes. B: fol. 599r.
