PM. Mandement addressed "A Nos très chers Frères les Curés, Missionaires [sic], Vicaires, Prêtres et autres ecclésiastiques de notre Diocèse", dealing with various matters occurred after the writer's return from Europe [in August 1820]. [1] The Seminary of Saint-Jean-de-Nicolet exists since 1806, was approved by letters patent dated 10 December 1821, has survived on charity, and a request sent to the English government that it be recognized went unanswered. [2] A sub-division of the vast diocese of Québec was suggested by Montréal in 1783, and on [17 November] 1819 the writer submitted [to PF; see Varia 362] a plan, "suggéré même en partie par la Cour de Rome", for a subdivision into five portions, which was approved by London provided that "le Gouvernement n'eût affaire qu'à un[e] seul[e] [autorité ecclésiastique]".
Rome, following the example of Vilnius in Lithuania, then appointed [A.] McDonell bp. of Rhesaina (for Upper Canada) [on 12 January 1819; see Varia 318], Lartigue bp. of Telmissus (Montréal), [A.B.] MacEachern bp. of Rhosus (for the Gulf [of St. Lawrence]), and Provencher bp. of Juliopolis (for the Northwest) [on 1 February 1820; see Varia 322 324] [Lartigue and Provencher were appointed in the CGs of 23 November 1818 and 24 January 1820; see Acta 039 046]. The official announcement, however, was not made until now. The writer sadly remarks that in one district [Montréal] the authority of one of the above bp.s [Lartigue] was challenged. [3] Matters relating to holidays, baptism, brotherhoods, indulgences.
