MS. "Mémoire concernant les Componendes des Dispenses du Diocèse de Québec, humblement soumis à la considération du S[ain]t Siège Apostolique." The writer's predecessors always charged small fees when granting marriage dispensations. Two decrees of PF, dated 22 April 1793 [see Calendar 1622-1799, II 227] answering [Hubert's] letter of 26 October 1792, and 10 Sep 1803 confirmed the validity of the said procedure, but, in practice, reduced these fees to next to nothing. They are, however, most necessary [1] for ecclesiastics and hospitals; [2] to show that former bp.s were entitled to them; [3] not to be inundated with applications. The writer asks to be permitted to charge small fees from everybody, not only from the wealthy, on the understanding that the money thus raised will always be used for pious purposes.
