MS. Ponenza prepared for the CG of 1 June 1829 on Newfoundland. In his letters [to Caprano] of 27 [recte 29] September 1827 [see C 164], 28 September 1828 [see Acta 184] and in other ones [of 20 November 1828; see Acta 185], the [Franciscan] Recollet Scallan, bp. of Dragobitia, vicar apostolic in Newfoundland, mentions his poor health and asks the Pope [Leo XII] to be given a coadjutor. He recalls that the ethnic composition of the island (English, Scots, Irish, natives) requires special skills, and suggests the Franciscan Recollet Fleming, Sinnott (later withdrawn due to disciplinary matters) and the Augustinian [T.] Browne as candidates.

On 24 November 1827 PF [Caprano] had written to the abp. of Québec [Panet; see Lettere 286], the bp. of Kingston [A. McDonell; see Lettere 287] and the bp. suffragan in New Brunswick [A.B. MacEachern; see Lettere 288]. Only the latter answered, and in his letter [to Caprano] of 6 May 1828 [see SOCG 530] he maintained to have no knowledge of any of the suggested candidates. The congresso of 27 January 1829 and the audience granted by Leo XII to Castracane [degli Antelminelli], PF Secretary, on 1 February [1829; see Acta 183], decided to appoint Fleming, briefs were not sent due to the Pope's death [on 10 February 1829], but on 17 February 1829 [Castracane] wrote to Scallan accordingly [see Lettere 306].

At the audience granted to PF Secretary on 26 April [1829], the new Pope, Pius VIII, decided to refer the matter to a new CG. [In Cappellari's handwriting] The CG of 1 June 1829 approved [Fleming's appointment]. PF notes (decrees sent to Fleming [enclosed with Castracane's letter to Scallan] on 20 June 1829 [Lettere 308]).
