PM with ms notes. Ponenza [prepared for the CG of 30 January 1826] on the Lartigue's appointment to the district of Montréal, in 17 paragraphs. Paragraph 17 contains two queries to be answered by PF. They are followed by a Sommario, in 13 paragraphs, and by various appendices. Since the time of Lartigue's appointment as vicar general in the district of Montréal, auxiliary and suffragan bp. to the abp. of Québec [Plessis], a controversy has been raging in Lower Canada. The appointments or promotions of A. McDonell, A.B. MacEachern, Lartigue, Provencher, and Plessis (the latter allowed not to use his new title as abp. of Québec) are recalled. Lartigue is the only one among the appointees whose appointment met with opposition.
Pius VII's brief of 1 February 1820 [see Varia 324-325] was handed to Plessis, then in Rome, Lartigue was consecrated on 21 January 1821, and a mandement was published on 1 February 1820 [recte on 20 February 1821; see SOCG 318]. Reference is made to the CGs of 23 November 1818 [see Acta 039], 24 January 1820 [see Acta 046], 17 April 1820 [see Acta 049], 17 February 1823 [see Acta 111], and 24 [February 1823; see Acta 111], and to PF's letter to Plessis of 30 September 1820 [see Lettere 110]. The debate over the powers of the Sulpicians of Montréal is also recalled, with reference to the opinions of Plessis, Duclaux [in his letter to Fontana of 1 April 1822; see SOCG 421] and Piatti. The "Essai historique sur l'influence de la Religion en France pendant le dix septième siècle" is cited (mentioning Le Royer de La Dauversière, Olier, [Du Plessis] de Richelieu, [Thubières de] Queylus, Bretonvilliers, Le Maitre, Vignal).
Reference is made to the following letters: [1] Roux to [former] PF Prefect [Fontana], 20 April 1822 (Sommario, no. 1 [missing, but see Roux to Consalvi, 20 April 1822; see SOCG 332]); [2] Priests and parish priests of the district of Montréal to the abp. of Québec [Plessis], 1822 (Sommario, no. 2); [3] Chaboillez's M, Montréal, [4 September 1822 and 5 January] 1823 (Sommario, no. 3 [see SOCG 359]); [4] Gradwell to [Della Somaglia, 4 July 1826] (Sommario, no. 4); Sambucy's three Mss [to PF] [see the last one in SOCG 309]; Plessis to PF Secretary [Caprano], of 15 April 1825; [5] Plessis to Gradwell, 26 August 1823 (Sommario, no. 5 [see SOCG 356]); [6] Plessis to Gradwell, 25 August 1823 (Sommario, no. 6 [see SOCG 355]); [7] Plessis to Gradwell, 19 January 1824 (Sommario, no. 7);

[auxiliary and] suffragan [to the abp. of Québec] (his letter in English of 3 July 1824). The two queries are: [1] Whether and how to confirm [Pius VII's] brief of 1 February 1820 and Plessis's mandement of 20 February 1821; [2] how to put an end to the Montréal controversy.
