PM. Archival notes [relating to the questions submitted to the CG of 17 February, then adjourned until 24 February 1823]. [1] On the matter of the abp. Plessis's acceptance of a seat in the Legislative Council [of Lower Canada], [Fontana's] letter of 13 March 1819 [see Lettere 076] is copied out. [7-10] On marriages, an instruction was sent in 1820 (here copied out), and reference is made to the decree of the [Sacred Congregation of the] Holy Office of 29 November 1764 [see Calendar 1622-1799, IV 117] (both copied out). [11, 15-16] The history of the appointments of [A.B.] MacEachern, [A. McDonell], Lartigue, Provencher, E. Burke, is described; they were part of a general plan to have North America united under two abp.s (Québec, Baltimore) and various bp.s. Reference is made to Plessis's letter of 17 November 1819 [see Varia 362] (copied out), to Maguire's renunciation [of 6 January 1821; see SOCG 253].

The CG of [21] May 1821 [see Acta 096] deferred Lyons's appointment as Burke's replacement (following the latter's death [in 1820]), in order not to influence any decision re the union of Nova Scotia and New Brunswick. In case the union is made, then at some point Newfoundland too could be re-attached to the archbishopric of Québec, "and thus implement the noble idea of completing the Christian world on that side with the archbishop of Québec and his suffragan bishops." [12] The abp. has the right to build and bless new churches. [15] Faculties to his vicar general [Lartigue] cannot be granted by the Pope [Pius VII]. [14] The Montréal Seminary must be provided with new Sulpicians, subject of Great Britain, in order to maintain their properties there.
