La phonothèque est crée en 1938. C'est le premier établissement d'état au monde institué pour conserver tous les témoignages sonores de leur temps. La phonothèque est doublée d'un véritable musée de la reproduction sonore, incluant d'appareils depuis Thomas Edison et Charles Cros, des boîtes à musique à disques métalliques au Pathégraphe et aux appareils à rouleaux. La phonothèque reçoit, par dépot légal obligatoire de tour disque paraissant en France, et de plus d'autres documents sonore comme les musiques primitives, les voix des hommes politiques, d'artistes, de musiciens et des maîtres de la pensée français ou étrangers, comme Sarah Bernard à Debussy, Albert Camus, James Joyce, Rudyard Kipling, Rouault, Winston Churchill et Franklin D.
