Image depicts a before-and-after account of First Nations self-government. The "before" image shows a First Nations leader assuring another man that the poor living conditions of the community will be improved with First Nations self-government. In the "after" image, however, the First Nations leader is dressed in a suit and smoking a cigar while standing in front of his large house. This structure is surrounded by a fence. Meanwhile, the other houses are still in poor condition.
