Lord Melbourne and the Queen sit across from each other at a round table. Queen Victoria inquires "What, in your Lordship's opinion, has been the cause of this rebellion?" Lord Melbourne replies, "Reform in Parliament, your M_ty_ all owing to Reform!" Queen Victoria has her hand on a document labelled "Canada Bill" and by Melbourne's feet, several scrolls of documents are disarranged. One of the scrolls reads, "Speech/House of Lords/Feby 2nd. 1838.", The support has stains throughout.
