Le poste de traite Fort Garry a été créé en 1822 par La Compagnie de la baie d'Hudson (CBH) à la jonction des rivières Rouge et Assiniboine dans ce qui est aujourd'hui Winnipeg. Fort Garry a servi comme centre de commerce de la fourrure au sein de la colonie de la rivière Rouge. Il a été rebaptisé Upper Fort Garry en 1835 pour le différencier du lower fort ou Lower Fort Garry, établie en 1831. Upper Fort Garry était au coeur de l'administration de la CBH et la colonie. Le Conseil d'Assiniboia, l'organe administratif et judiciaire de la colonie de la rivière Rouge tenait ses rencontres à Upper Fort Garry. Le fort a été saisi par Louis Riel et ses partisans métis pendant la Rébellion de la rivière Rouge (Résistance de la rivière Rouge).
