Television documentary on the Columbia River Treaty, a joint power and flood-control pact between Canada and the United States. Ten years after its signing, the film examines the costs and benefits of the Treaty from the Canadian perspective, analysing its impact on British Columbia in economic, environmental and human terms. Historic clips include: signing of the initial agreements by Dwight D. Eisenhower and John G. Diefenbaker (1961); John F. Kennedy and Lester B. Pearson (1962); the final cheque-signing by Lyndon B. Johnson and Pearson (1964); statements by Senator Richard Neuberger (1958), Premier W.A.C. Bennett (1961) and General A.G.L. MacNaughton (1961); the funeral of General MacNaughton (1966). Other noteworthy footage shows: the three Canadian-built dams; the Keenleyside, Duncan and Mica Dams; the sinking of the stern-wheeler "Minto"; flooded farmlands, forests and wildlife preserves in the Arrow Lake Valley area and along the Columbia shoreline.~The cost of the Treaty born by "Valley" residents is portrayed in the story of personal loss told by the Buerge family, once self-supporting farmers. B.C. Hydro's response to the case is discussed by the Buerge's lawyer, Neil Davidson Q.C.; and the Company's policy revealed in clips from its promotional films on the Columbia dam projects.
