Colonel Mascarene to Shirley. A.L.S. Owing to indisposition he was unable to wait on Shirley and answer the question sent to him by Mr. Hutchinson. He states that when in 1744, on the first appearance of the French and Indians before Annapolis, Shirley sent him four companies raised in Massachusetts, he found a difficulty in ranking the Provincial officers with those of the five companies of Phillip's Regiment under his command. He arranged the matter thus: the Provincial officers were to rank as junior to those of Phillip's, even though the commissions of the former should be of older date. Thus, all the Provincial Captains should stand below the captains even the lieut.-captains of the Regulars, but should command all lieutenants who had the King's commission, and so on. The scheme worked satisfactorily at the time, and with later reinforcements.
