This episode of FOR THE PEOPLE takes a look at the effectiveness of rent control. Ottawa,-Carleton has the lowest vacancy rate for rental dwellings in the country, at 0.2%. Are rent controls responsible? Who's really getting squeezed? Have rent controls worked? Sue Stranks reports on the plight of a low-income woman and her family who cannot afford the rent. Tom Trottier of the Federation of Ottawa,-Carleton Tenants Association is interviewed. He says controls have helped mostly low-income earners, but it's really only a band-aid solution to a greater problem. Ron Kellestine, market analyst at CMHC, talks about the situation in the housing market and the effects of rent control. Harold Snyder, Regional Commissioner of the Residential Tenancy Commission, discusses the Commissions role, legislation and the effectiveness of the Commission. Bob Mitchell, PC MLA for Carleton and Parilamentary Secretary to the Ontario Minister of Consumer and Commercial Relations, responsible for the rent review, talk about the legislation. Steve Gordon, Executive Vice-President of Regional Realty and President of HUDAC Ottawa, and Rod Manchee, the Housing Co-Ordinator and expert with the Social Planning Council, talk about the effects rent controls have on the rental market; what would happen if controls were lifted now; who is profiting - landlords or builders; and effects of high mortgage rates.
