The town of Union Falls is run by one man, Sam Willoughby who controls the town, and the state politicians. An idealistic young man, John B. Reeves, is attending law school in Union Falls, on the GI bill. He decides to run for councilman, to break Willoughby's hold on the town. His parents, his fiancée and his friends all attempt to dissuade him, but he is inspired by a book he has read called GOVERNMENT IS YOUR BUSINESS, by James Keller. When he announces his candidacy, Willoughby first attempts to buy him off, then arranges to have Reeves' father fired. At a public debate during the campaign, Reeves opposes a state official who works for Willoughby.
