He discusses in detail the history of lands in dispute as outlined in his report, "Temiskaming First Nation Report"; the background of the 1939 surrender of the lands; the settler and clergy pressure to cede the lands near Nedelec; land illegally occupied by Quebec colonists in 1938; community response to the 1876 Indian Act; the "traditional families" case in Temagami; and Band Custom elections under the Act.
