Transcription of the text: "The charter of the Canadian Labour Congress embodies a graphic outline of the struggle of Canadian workers and their achievement in building a united labour movement.

"Individuals from many trades and occupations made their contributions in the difficult days of the latter 1800s. These were people who experienced strife and who made great sacrifices for the principles of union organization and collective bargaining.

"As its base the drawing illustrates the earliest efforts of the worker to gain such freedoms through organization. The breaking of the chains is symbolic, as are the figures emerging into the light of a new day.

"From the broad base a great movement developed, step by step, as is illustrated on the two sides of the design. A montage of figures, industrial and craft symbols, suggest various trades and occupations and graphically portray the workers' share in the development of industry and transportation up to the present day and the rocket age of the future.

"The two main figures at the top corners are symbolic. Above the figure on the left, holding the torch of knowledge, the symbol of the atom suggests man's technological progress. On the right, carrying the torch of freedom, is the symbol of the International Confederation of Free Trade Unions.

"The centre panel at the top shows the founding convention of the Canadian Labour Congress held in Toronto in April, 1956, merging the groups that, over a period of many years, have built an organization for Canadian workers.

"Charter design by Harry Kelman, Art Director, CLC Education Department."
