A report on the intellectual starvation in the occupied countries of Europe after World War II. A look at the forces that destroyed intellectual activities, the pursuit of knowledge, and artistic activity during WWII in continental Europe. Equally, the camera's recording of the attempts at the human, physical, and intellectual renewal of post-war Europe are shown. There are scenes of political censorship (the Hitlerian "Kristalnacht"); of Italian fascist school curricula; of the destruction of the cathedrals; of poverty and hunger; of the victims of nazi concentration camps; and of blackmarketeering in the streets. Also shown are food and health relief programs; art restoration; and the renewal of artistic activity in post-war Europe. Shots of Albert Einstein and St. Marks Square in Venice are part of this. Problems concerning the education of Europe's children are pointed out: textbooks being almost non-existant, reconstruction being hampered by lack of equipment, and a physical lack of schools whereby children must meet outdoors in meadows, etc.
