Séguier à Chabrol. Les Américains projettent légiférer sur leurs échanges avec les colonies de la Grande-Bretagne. Leur roi proscrirait 1) que leurs havres soient fermés après le 30 septembre à tout vaisseau venant des Amériques, Afrique et Asie britanniques, les Indes exceptées; 2) que les bâtiments quittant les États-Unis y laissent comme caution la valeur du double de leur chargement; 3)que cet embargo soit levé si, avant le 13 septembre, les ports coloniaux anglais s'ouvrent aux navires américains. Pareil bill ferait contrepoids aux récentes mesures londoniennes touchant les Indes occidentales.
