L'Hermitte au ministre. Plan du fort. Maçons, manoeuvres et chaux transportés par les vaisseaux marchands. Il veut établir une cantine, pour éliminer le grand nombre de cabarets qui causent des désordres chez les habitants et les soldats. Ces derniers sont mal logés. La proposition d'établir la garnison sur le Gaillardin n'est pas bonne. La reine d'Angleterre aurait donné ce pays aux Écossais, qui doivent s'en emparer avec l'aide des Flessingeois. Si les corsaires ennemis revenaient un mois plus tôt l'an prochain, ils affameraient la colonie à tel point qu'elle devrait capituler. Manque d'armes. Le crédit accordé par les cabarets a été une des causes de désertions. Projet de Saint-Ovide contre Saint-Jean. Il demande un brevet de concession pour sa ménagerie.
